The BBC is refusing to show a charitable appeal for humanitarian aid to hundreds of thousands of civilians in Gaza -- their suffering is too "politically contentious" apparently.
As dozens of MPs, church leaders and journalists are saying, no fair or decent broadcaster should have to block a charitable appeal like this to protect perceptions of its impartiality. It is not taking sides to give food, shelter and medicine to the civilian victims of conflict -- and the Red Cross, Save the Children and the Disasters Emergency Committee (DEC) have an exceptional record of helping such victims impartially.
The BBC is funded by us, the British public, and it says it really cares about keeping our trust and its own reputation for impartiality -- but it risks losing both with this terrible mistake. In an interview on the BBC's own Radio 4 Today programme this morning, Mark Thompson was clearly on the defensive, dodging questions from presenter John Humphrys. The number of complaints is being broadcast daily in the media, and this approach has made a big difference in getting the BBC to back down previously. Already over 10,000 complaints have been made -- if we act now and spread the word, we could more than double that by tomorrow.
The BBC's policy says, "Impartiality is an essential part of the BBC's contract with its audience, which owns and funds the BBC. Because of that, the audience itself will often be a factor in determining impartiality" -- in other words, by showing them the strength of support for this charitable humanitarian appeal, we could make them realise their mistake. Even if they refuse, keeping this story in the media through our campaign all week will help many people who were prevented from seeing the appeal to hear about it and donate.
The DEC has answered every question raised about whether and how aid can be delivered. There's a standing public service agreement to broadcast DEC appeals, and commercial terrestrial channels ITV, Channel 4 and Five are all doing so. If the BBC continues to refuse, it will set a terribly dangerous precedent -- implying that civilians in politicised conflicts shouldn't get humanitarian aid, that we have to stand aloof from their suffering to maintain some kind of amoral neutrality.
David Hind, the chief executive of the Charity Commission regulator, said the BBC's refusal would have a direct impact on the money raised, adding: "I can't see how members of the public will confuse a humanitarian appeal for people in desperate need in Gaza with unbalanced reporting."

Thousands of people are struggling to survive with many having lost their homes and most down to their last supplies of food and only limited amounts of fresh drinking water.

Just £50 can provide a food parcel for a family for one month
Electricity - supplies to Gaza are erratic at best with 75% of the area cut off completely. There is a significant public health risk arising out of the almost collapse of Gaza’s water and sewage system, the running of which is dependent on electricity.
Water - Around 500,000 people are without running water with 37% of Gaza’s water wells not working effectively and fuel reserves depleted due to restrictions on access and damage to pipes.
At least 412 Children have been killed and 1,855 injured
60% of the population is living in poverty
1.1 million people are dependent upon aid to survive.
Health - The capacity of the health system has been significantly reduced due to the damage of at least 21 clinics. Ten primary health care clinics are functioning as emergency clinics and hospitals and intensive care units continue to treat the mass casualties.

Gaza DEC appeal raises £1million despite BBC ban
Donations to an emergency fund for Gaza doubled after the broadcast of a charity appeal to over £1 million, despite the BBC decision not to broadcast it.

More than 4.5 million people saw the Disasters Emergency Committee's Gaza appeal screened by ITV, Channel 4 and Five.
The three minute clip showed images of bloodied children crying, devastated families and scenes of wreckage from bombs.
The voice-over said: "Today is not about the rights and wrongs of the conflict, these people simply need your help."
If the BBC had shown it ahead of the 6pm bulletin it might have attracted a further 3.1million viewers.
The DEC, an umbrella organisation for 13 humanitarian aid agencies, said today it was "delighted" with the response to its appeal.
Brendan Gormley, DEC chief executive, said: "We really do appreciate the support of the British public who have shown their generosity when confronted with scenes of a dire humanitarian emergency.
"Their donations will improve the lives of so many civilians caught up in a conflict that was not of their making. But there are many more people who need our help. I urge anyone who has not yet donated to give what they can afford.
"All the money raised will go directly to helping the innocent families in Gaza who have been left without basic everyday necessities that we take for granted such as food, shelter and healthcare."
More than 100 MPs from all parties have signed an early day motion criticising the decision taken by BBC and Sky News not to air the three-minute film. Both broadcasters have said it would raise questions about their impartiality if they aired the appeal.
Mark Thompson, director general of the BBC, said: "Inevitably an appeal would use pictures which are the same or similar to those we would be using in our news programmes but would do so with the objective of encouraging public donations.
"The danger for the BBC is that this could be interpreted as taking a political stance on an ongoing story. After consultation with senior news editors, we concluded that to broadcast a free-standing appeal, no matter how carefully couched, ran the risk of calling into question the public's confidence in the BBC's impartiality in its coverage of the story as a whole."
Demonstrators staged protests at the BBC's Broadcasting House in central London, burning their TV licences and occupying the building's reception until they were removed by police.
Several high profile actors including Peter Mullan and Samantha Morton have said they will never work for the BBC again, unless it agrees to screen the appeal.
Alarm spreads over use of lethal new weapons

GAZA CITY, occupied Gaza Strip (IPS) - Eighteen-year-old Mona al-Ashkar says she did not immediately know the first explosion at the United Nations school in Beit Lahiya had blown her left leg off. There was smoke, then chaos, then the pain and disbelief set in once she realized it was gone -- completely severed by the weapon that hit her.
Mona is one of the many patients among the 5,500 injured that have international and Palestinian doctors baffled by the type of weaponry used in the Israeli operation. High-profile human rights organizations like Amnesty International are accusing Israel of war crimes.
Mona's doctors at Gaza City's al-Shifa hospital found no shrapnel in her leg, and it looked as though it had been "sliced right off with a knife."
"We are not sure exactly what type of weapon can manage to do that immediately and so cleanly," said Dr. Sobhi Skaik, consultant surgeon general at al-Shifa hospital. "What is happening is frightening. It's possible the Israeli army was using Gaza to experiment militarily."
Both international organizations and human rights groups, including the UN, Human Rights Watch and Amnesty International, have condemned Israel's use of unconventional weapons in civilian areas of the Gaza Strip.
Amnesty International's chief researcher for Israel and the Occupied Palestinian Territories, Donatella Rovera, told IPS in Beit Lahiya that Israel's use of white phosphorus and other "area weapons" on civilian populations amounted to war crimes.
"The kind of weapons used and the manner in which they were used indicates prima facie evidence of war crimes," she said.
Israel announced Wednesday it would be launching its own probe into reported use of white phosphorus, but has so far refused to comment further.
The International Atomic Energy Agency (IAEA), the UN's nuclear watchdog, said it would look into a claim made by the ambassadors of a number of Arab nations that Israel used depleted uranium in its recent attacks on Gaza.
Local doctors say a number of both widespread and unusual injuries may indicate that new types of weapons were used on the Gaza population during the war. Health officials are seeing wounds they have never seen before, or at least not on such a massive scale.
"There has been a significant loss of life here in Gaza for reasons that are unexplainable medically," said Dr. Skaik.
Mona's injury is characteristic of Dense Inert Metal Explosives (DIME). DIMEs are munitions that, packed with tungsten powder, produce an intense explosion at about the level of the knee, with signs of severe heat at the point of amputation.
"If you ask a patient how it happened, how their leg was removed, they won't know," Dr. Skaik said. "They'll say that a rocket or missile exploded and took only their lower limbs off."
Once in the body, tungsten is both difficult to detect and extremely carcinogenic, and can produce an aggressive form of cancer, according to both military experts.
Dr. Skaik says the al-Shifa hospital alone has seen between 100 to 150 patients with this type of injury. Over 50 patients at al-Shifa had two or more limbs severed, he says.
But because Gaza's hospitals are so poorly equipped, it has been nearly impossible so far to test properly for the substances and count accurately how many wounded Palestinians may have been hit with this weapon.
The Norwegian doctor Mads Gilbert who worked at al-Shifa hospital during the siege confirmed to journalists that the injuries were aligned with those produced by DIME explosives.
Human rights groups say Israel used the weapon for the first time in Lebanon in 2006.
What is worrying health officials even more, however, is that some of the patients' organs are being ruptured with little or no sign of a shrapnel entry point.
This is something they have never seen before, they say, and also something they do not know how to treat.
"Normal shrapnel has a clear path, with both an entry and an exit point," said Dr. Mohamed al-Ron, another surgeon at al-Shifa hospital.
"But someone's entire abdomen will be ripped open, and only after searching will we find a miniscule hole in the skin. Then we will find small black dots all over the organ, but we don't know what they are."
It is an indication, he continued, that whatever is entering the body is exploding and doing the damage once it is inside. Multiple organs will fail, and will continue to fail even after surgery removes any shrapnel.
"We are consulting with international colleagues, and they are confirming that there is something unusual going on with these cases," said Dr. Skaik.
"We have seen plenty of nails, of metal shrapnel and foreign metallic parts, but there was never violence of this character or something that continued to damage even after the parts of the weapon were removed. What is being intentionally created is a population of handicapped people."
Some of the injuries, including multiple organ failure, mutilation and severed limbs, are so debilitating that Dr. Karim Hosni, an Egyptian doctor volunteering at the al-Nasser hospital in Khan Younis, says he wishes he could just end his patients' misery.
"Sometimes I wish my patients would just die," he said. "Their injuries are so horrifying, that I know they will now have to lead terrible and painful lives."

The Boycott Israeli Goods Campaign is calling for a day of mass action at Hayes and around the country against the Israeli national exporter Carmel Agrexco during one of their busiest periods.
Every year the company exports masses of flowers to the European market for Valentines day; it is a gift made possible through the exploitation of Palestinian people and the theft of their land.
Carmel Agrexco is one of the main exporters of fresh produce from Israel and the Occupied Territories., and Britain, including British supermarkets, is one of their biggest markets.
An international call to action for the week leading up to Valentine's Day has been circulated and February 7th will be the kick off for what could become a Europe/Israeli/Palestine-wide movement against the illegal practices of Agrexco.
Since 2004 there has been a growing campaign against the company in the UK and elsewhere with numerous blockades and pickets.
Agrexco has illegal packing houses on illegal settlement farms in the West Bank, making them a major player in the upholdng and expansion of the occupation.
In the Jordan Valley, where most of the company's settlement produce comes from, they have a packing house on every major settlement whilst the local Palestinians have their movementnts restricted and are prevented form growing and selling thier own produce. Many Palestinians whose land has been confiscated by the settlements are now forced to work for Agrexco for poverty wages on the land that used to belong to their families.

LAMBETH UNISON CALLS FOR BOYCOTT OF "APARTHEID" ISRAEL
The Lambeth Branch of UNISON, the second largest trade union in the UK, has voted to condemn the recent slaughter of Palestinians and the ongoing occupation by Israel at a meeting of its Branch Committee this morning.
At its monthly meeting of representatives, the Branch called for, "an immediate end to the slaughter of defenceless people and the [ongoing] siege of Gaza." The Branch concluded that, "Israel is a terrorist and apartheid state," and has advocated academic, economic and cultural boycotts of Israel in an effort to delegitimise the Occupation of Palestine, and build international and domestic pressure against the state.
For over 6 decades Israel has carried out policies of ethnic cleansing against the Palestinian people.1.5 million people live in Gaza, which is now effectively open air prison. For years Israel has blocked the transport of food, medicine and vital supplies forcing the people of Gaza to live in inhumane conditions and the vast majority of people are unemployed.
Palestinian medical sources say at least 1,300 Palestinians have been killed and 5,500 injured as a result Israeli's latest military offensive. The United Nations states that some 50,800 people are now homeless and 400,000 are without running water. Staff in Gaza report that many more people could die as medical equipment runs out.
Nationally, UNISON has committed to send a donation of £10,000 to Medical Aid for Palestinians (MAP) and Lambeth Branch is raising its own donations locally. The Branch voted to affiliate with the Palestine Solidarity Campaign (PSC) and to work towards submitting an emergency motion to the UNISON National Delegate Conference in July, demanding diplomatic sanctions and boycotts against Israel. The Branch also resolved to build links with Palestinians, Israelis and Egyptians who oppose the assault on Gaza and to send messages of solidarity to those students at British universities who have undertaken occupations demanding support from their institutions for the Palestinian right to education.
Lambeth UNISON's International Officer, Gurmeet Khurana, stated: "The British trade union movement played a crucial part in denouncing and delegitimising the racist ideology of Apartheid in South Africa, and now it must do the same for Israel. The only peaceful solution is one brought about by political and economic equality in the Middle East, and as such the policy of the Israeli state in carrying out ethnic cleansing needs to be condemned unequivocally."

Under cover of announcing humanitarian relief for injured Palestinians, it is now emerging that
Israel is planning the transfer of tens of thousands of Palestinians from Gaza into Egypt.
Evidence of the Israeli transfer plan has been sent to London based Islington Friends of Yibna** [IFY]. Earlier today, Sat 17 Jan 09, IFY received a photo of tents [see attached] outside the main hospital in Egyptian Rafah, near the border with Gaza.
The white tents with no markings are being erected by the Egyptian Army, starting last night, Fri 16 Jan 09. The photo was taken this morning [Sat 17 January 09]. The soldiers stated that 5,000 tents were planned for refugees from Gaza.

From our contacts in Yibna Refugee Camp in Gaza we have learnt that, in the north east of Rafah, near the Egyptian border, Israeli tanks have surrounded and sealed off the Al Sarayh neighbourhood, for more than the last 48 hours. There are many injured people trapped there, the Israelis are not allowing access for the Red Cross and many people are dying of their wounds, isolated and with no medical treatment.
We have grave concerns that Israel will target the Al Sarayh neighbourhood to be the first to be transferred and that this might be within the next 24h.
While Al Sarayh is completely isolated, with no access even to the Red Cross, Israel can prepare and carry out its plans without any witnesses from the aid agencies to alert the international community. While preventing Al Sarayh from accessing any medical treatment, Israel would portray a transfer as an Israeli humanitarian gesture to allow them access to medical treatment in Egypt. Given that Israel has been bombing Al Sarayh non-stop Israel would portray a transfer as a humanitarian gesture to allow them to escape the killing fields of the constant Israeli bombardment [thus claiming they will be safer in Egypt and giving them the "choice"].
Israel is NOT on a mercy mission. While presenting this transfer as a humanitarian gesture, allowing injured Palestinians and their families out across the Rafah border crossing for hospital treatment, the Israeli plan to ethnic cleanse Gaza and transfer Palestinians to Egypt is not new. This is an advanced stage in the Israeli plan to ethnic cleanse the 1.5 million Palestinians out of Gaza [e.g. see the video interview in English of the Ashkenazi Chief Rabbi Yona Metzger, a year ago, on 18 Jan 08, calling for the Palestinians in Gaza to be transferred to the Sinai desert as a humanitarian gesture]. Those forced now to leave, under the pretext of a humanitarian gesture, will never again be allowed back [just like they have never been allowed back to the homes from which they were ethnic cleansed in 1948]. The Palestinian refugees, ethnic cleansed from Gaza, would continue to be hunted down by Israel, even if they would be later transferred further into the Sinai desert.
It appears that the ceasefire agreement with Egypt [part of the Israeli "unilateral" ceasefire due to start on 17 Jan, 2400 GMT] paved the way to the erection of the tents by Egyptian forces and that Egypt agreed to allow Israel to ethnic cleansed dozens of thousands of Palestinians from Gaza into Egypt, under the pretext of a humanitarian gesture.
Earlier this afternoon, PM Gordon Brown announced that injured children would be taken out of Gaza for medical treatment and food aid would be stepped up. IFY spoke with medics in the Egyptian Rafah,and they said that today the Egyptian soldiers rejected ALL the food they provided for Gaza, while on other days they allowed some food in [though in no way proportionate to the needs of 1.5 millions]. As for the medical treatment, that could be the cover story for the ethnic cleansing of dozens of thousands, especially as the tents are near the hospital.
By last week, more than 40,000 people in Rafah have already been forced out of their homes by the day and night Israeli bombardment, making transfer easier as there is now no need to get them out of their houses, many of which are now bombed ruins. There's nothing left for the Palestinians in Gaza [even the cemetery in Rafah was bombed] and they have been terrorised for so long, that it is hard to estimate how much more violence Israel would need to exercise to force them to leave Gaza
It is not anticipated that Israel would immediately ethnic 1.5million Palestinians in Gaza, but that it would pursue its completion when it feels there are international circumstances that would allow it.

The leaders of the western world are wringing their hands in despair at the sight of the horrors inflicted on Gaza (Gaza crisis, 16 January). The UN general secretary, the French president and others are holding intensive discussions with some of the leaders of the Middle East in an attempt to put an end to the carnage in Gaza. Word, words, words.
Meanwhile, hundreds of Palestinian civilians get killed, thousands are bleeding to death, tens of thousands are uprooted and wandering in vain in search of some shelter to protect them. The Israeli army bombs hospitals and Unrwa relief centres, and, defying international convention, it uses white phosphorus bombs against civilians. "What else can we do?" these leaders keep asking. Well, here is what you can do: move from words to deeds. Only immediate, decisive and strict sanctions against the state of Israel and its limitless aggression will make it realise that there's a limit.
We, as Israeli citizens, raise our voices to call on EU leaders: use sanctions against Israel's brutal policies and join the active protests of Bolivia and Venezuela. We appeal to the citizens of Europe: please attend to the Palestinian Human Rights Organisation's call, supported by more than 540 Israeli citizens ( www.freegaza.org/en/home/): boycott Israeli goods and Israeli institutions; follow resolutions such as those made by the cities of Athens, Birmingham and Cambridge (US). This is the only road left. Help us all, please!
